Policy Analysis of Proposed National Basic Income

In India's Government economic survey of 2016-17, chapter nine discuss next chapter Universal Basic Income notion was explained and get recommended for removing left out poverty. In 2019, during political champing of Rahul Gandhi at Chattisgarh, he promised to introduced and implements Universal Basic Income in whole of India through which Poor farmers will be benefited.

Before knowing the consequences of it we need to understand the holistic view on it. Universal basic Income is based on three principles they are; General applicability of Rule, Basic support which is necessary for livelihood and monetary support. This concept consider human being as active agency as it talk about providing direct monetary support while presuming that the individual is capable of knowing right and wrong action with respect to society.

This policy is already being introduced and implemented in countries like Finland, Canada and Australia. It has also been introduced in Switzerland and there people rejected it. As of other developed countries can India follow it, if yes then how? To answer this question legal and economic angel need to be highlighted. The proposed amount which should be paid through this policy is Rupee 1,168 per person per month which will amount to 19.3 trillion which is 12% of current GDP. Present subsidiary support amounts to 2.6% GDP on other hand.

If we want to pay within present proportion then as per it every individual will be entitled to get Rs. 16000 per year. But even with this amount there is no surety that how much money will be spend where. Also if other subsidiary had given good result then what is the sense of removing it? Next is the legal context, according to the Indian Constitution for economical justice government can give support to poor people but UBI deals with distribution of money to all segment of society in general way through which constitutional principle gets violated.

In this only as India is such a diverse country generally distribution of wealth is not possible. In all of sense, this policy can't be opted in true way. But recently Sikkim has planned to introduce it in a pilot project. Such project do not get any criticizes from any state or central as Sikkim is the most progressive state of India.

It is one among the sulfurous developing state with organic agricultural practices, least poverty, high HR index growth and one family one government job scheme as already being into practice successfully.

These achievements make it enable to introduce this project without any objection. But on national level to carry forward such policy by removing already available scheme can became big blunder, therefore author oppose this motion for near future aspect in India.
