International Peace And Security: World And India

As Buddha said, Peace comes from within. Simply the term peace means freedom from disturbance on cessation of war or violence. Peace will be considered only when people are able to resolve their conflict without violence. As also stated in in Bhagavad Gita that अहिंसापरमधर्मः which means non-violence is the ultimate truth. And the term security simply means safety or state of feeling safe.

The concept of international peace and security has been there since the many centuries. And this concept was initiated in the European countries. The first drive was initiated in 1648 by the Congress of Westphalia in the Europe. This Congress consisted of peace treaties to end the European wars of religion.

World
After the Congress of Westphalia many Treaties and Congress had been assigned and held time to time as like Congress of Vienna in 1815, Congress of Paris in 1854 and so on. But having a lot of treaties, the world had witness two exterminating war, World War I and World War II killed approximately 100 million lives, which is so inhuman that it shook the whole world.

After this destruction so many international organisations have been made in order to maintain peace and security globally. For example, The United Nations which was established in 1945 works on maintaining or providing international peace and security. Article 1 of the Charter of the United Nations talks about to maintain international peace and security and to that end, to take effective collective measure for the prevention and removal of threats to the peace.

The UN does this by working to prevent conflict, helping parties in conflict make peace, peacekeeping and creating condition to allow peace to hold and flourish through its various organs; like UN Security Council which has primary responsibility for international peace and security, also helps in saving future generation from scourge of war. The UN provide security to human right and has currently more than 100,000 peacekeepers helping keep peace in 14 operations of 4 continents.

India
The Indian Constitution also talks about the international peace and security. Here Article 51 of the Constitution under the Directive Principles Of State Policy talks about the promotion of international peace and security.
Under article 51 the constitution requires the state to endeavour to:
  • First of all promote international peace and security.
  • Secondly to maintain just and honorable relation with other states.
  • Thirdly foster respect for international law and treaty obligation in dealing of organised peoples with one another.
  • Fourthly to encourage settlement of international disputes by arbitration.

Justice Sikri has observed engagement in Kesavananda Bharati v. Union of India as regards Article 51 that:
it seems to be in view of article 51 of the constitution this court must interpret language of the Constitution if not intractable which is after all a municipal law in the light of United Nations Charter and solemn declaration subscribe to by India.

Conclusion
Whether we talk in India or as globally, maintaining peace and security must be the priority of the nations. Having international peace and security all over also helps to develop friend relation among nations based on respect for the principle of equal rights and self determination of people. So that there is happiness and peace in the whole world. Hence then the righteousness must be propitiated.
