Are NRIs Eligible to Appear in Civil Services Exam in India?

The non-resident diaspora across the world is willing to participate in the Civil Services exam. Pravasi Bhartiya Divas emerges as a great platform to remove the rift of physical distance. It dismantled many barriers to award a lot of privileges for the OCIs and NRIs. Multiple entries via a lifelong visa, exemption from the foreign registration requirements and parity with the non-residents (in many domains) are a few to name the privileges for the overseas citizens of India. These are all the outcomes of the annual Pravasi Bhartiya Divas meets.

However, three concrete plans are still in the pipeline for the OCIs. Currently, they are ineligible to enjoy these rights:
·Right to vote
·Right to public office
·Right to public appointments

The last and penultimate rights are under –consideration of the Indian government. Logically, it might award these two rights to them in 2018. However, PIOs and OCIs can be eligible for deploying into the public service at service levels. It is possible if the foreign nationality is renounced.

Nationality:
The Wikipedia clearly states that the one having Indian passport would be eligible to give exam of the civil services.

For the post of IAS, IPS and IFS: These designations are strictly reserved for the Indian citizens. However, the non-Indian with the eligibility certificate can appear in the same exam. This document would be necessary to showcase after passing through the final hurdle of selection or when the appointment letter is issued. How one can be called as an Indian Citizen who is not a citizen?
One can become the citizen of India through showing migration proofs. That migration would be occurred at the time of commencement of the constitution. There are more other ways that can help you to obtain the citizenship of this country. That can be naturalization, which is procured with the intention of permanent settlement in India or by birth/ descent/ registration under Section 5 of the Citizenship Act.

For the rest of the posts: Any citizen of Nepal, Bhutan, A Tibetan Refugee (who migrated before January 1, 1962), PIO migrated from Pakistan, Burma, Sri Lanka, East African Countries (like Kenya, Uganda, Zambia, Tanzania, Malawi, Zaire or Ethiopia) or Vietnam would be eligible to apply for the rest of the civil services posts. Employment opportunities for the examinees: Being the most prestigious exam, the UPSC has started putting the data of the candidates in a portal. It is the Ministry of Labour and Employment’s NCS (National Career Service). This competent authority discloses the ranking, scores of the candidates in the final stage online.

Not all candidates make through the final stage of this exam. Their data are available to the government for the public domain. The government can utilize it for filling the vacancies in that domain anytime. Before availing it, the portal asks to enroll for the disclose scheme. When the candidate opts out of it, his/her data are forwarded openly to other employers.

The railway, once, asked for 18,000 applicants to be employed in the non-technical positions. The applications bombarded and surpassed the astounding figure of 9 millions. The test occurred. Finally, the required posts were filled. But the data of the rest applicants who did not qualify were used to recruit 2, 54, 587 more vacancies for the same posts.

Documents Required for the Final Interview:
  • Original certificate of Matriculation or equivalent to authenticate the name and date of birth
  • Original self-attested copy of the same
  • Original degree certificate as a qualification proof
  • Provision certificate/ Marksheet, if the degree is yet to come
  • Self-attested copy of the degree/provision certificate/ marksheet
  • Recent 2 passport-sized photographs with self-attestation
  • Soft copy of e-Summon letter
  • Original and photocopy of the Case/Tribe Certificate(for SC/ST only)
  • Certificate in support of age relaxation
  • Photocopy and original of the PG degree or higher education certificates/marksheet
  • Two photocopies of a TA form (if the candidate lives out of the station)
  • Affidavit (to support a minor discrepancy in the name, if any)

Original and photocopy of Physical Disabilities Certificate/ PH-I’s DWE Certificate (for handicap candidates only) Besides, there are several amendments that take place by the time. Thereby, the education law goes through modifications. Therefore, it’s advisable to look into the formal website of the competent authority (UPSC) for catching the latest information on the same exam.
